Upload FCM credentials

/v2/keysets/:id/config/fcm

Uploads the FCM key file used to deliver push notifications to Android devices, and replaces the FCM key stored for the keyset. The request must contain every field. The response contains the stored metadata only: the key file is write-only and cannot be read back. If the upload is rejected, nothing is stored and the previously stored key stays in place. Storing FCM credentials also enables APNs for the keyset.
